Probably not . . . In fact, they've been teasing this move for about a decade . . . The "study" is mostly a way to route transit cash and more empty promises.

On Monday, city leaders kicked off a new study to explore the possibility of bringing the free rail system right into the heart of 18th & Vine.
The feasibility study for a streetcar expansion was voted on and approved by the Kansas City Streetcar Board earlier this year.
City leaders said it’s about time the streetcar headed this way, and that the timing is perfect.
“We’re already seeing the progress on streetcar from the Riverfront to The Plaza, something that we thought unimaginable years ago,” said Mayor Quinton Lucas, “Getting that east-west streetcar is an important next phase.”
