A former Kansas City public school that has been vacant and deteriorating for nearly 20 years is in the crosshairs of Mayor Quinton Lucas. After years of stalled development plans for the now privately owned property he wants a court to step in . . . 

Mayor Quinton Lucas had his own description.

“It is an embarrassing, blighting, raggedy space that is beneath us,” he said.

Lucas this week presented an ordinance to direct the city manager to place the property in receivership.

“I’ve had enough,” he said. “I’ve heard from neighborhoods who’ve had enough.”
