Legislator Sean Smith to Introduce Resolution on Joint Study with Kansas City for Use of County Detention Center
KANSAS CITY, Mo. – Jackson County Legislator Sean E. Smith announced today that on Monday, September 22, 2025, he will introduce legislation calling for a 30-day joint study between Jackson County and the City of Kansas City, Missouri to assess the feasibility of utilizing the existing Jackson County Detention Center as a temporary municipal jail for the City after the County transitions to its new facility in early 2026.
Under the proposal, the County would make the current detention center available at no cost to the City, while Kansas City would assume operational and maintenance expenses. The study would run concurrently with the City’s upcoming bid process for a temporary jail facility, ensuring both governments can explore solutions together without delay.
This joint study allows city officials and the County to consider a cost-effective, cooperative path forward— maximizing existing resources, avoiding duplication, and helping meet Kansas City’s urgent need for detention capacity.
“This possibility is about practical solutions and regional cooperation. By working together now, we can ensure both the County and the City are prepared to meet public safety needs in 2026 and beyond,” Smith states.
The legislation will be formally introduced during the Jackson County Legislature’s meeting on Monday, September 22, 2025 at 3 p.m.
