"The budget passed by the Republican-led Legislature mandated a 1.5% cut in state funding, affecting state agencies that weren't exempted by lawmakers. Democratic Gov. Laura Kelly didn't line-item veto the provision for fiscal year 2026, which started July 1, though she did veto a similar lapse for 2027."
