On Monday, residents wanting to pay their water bills online or by phone once again had to come to the Water Services Department on East 63rd Street in person.
City leaders confirmed last week that they wouldn't charge water customers a penalty for late payments if they were unable to pay their bills online or by phone as a result of the outage.
