"One aspect about the ongoing crime surge that is most important:  The KCPD is severely understrength.  At the end of 2019 there were 1363 sworn officers on the force—right now there are about 1070.

"At the time of the 1968 riots a commission recommended that the KCPD have a strength of 1500 officers.  So the force is severely understrength.  The importance of that fact is that an understrength department will have a declining clearance rate for homicides because there are not enough officers to work the cases.  It has long been an established axion in criminology that certainty of punishment is more of a deterrent than severity of punishment—so when the clearance rate starts to decline and people feel that they can get away with murder then the number of homicides tends to increase.

"Put simply, if the city wants to do something about the surge in homicides then it must take steps to bring the KCPD up to its proper strength."
