Mayor Quinton Lucas claims the city informed the auditor that the amendment would financially burden the city and taxpayers.
He has also called the bill unconstitutional and a violation of Missouri's Hancock Amendment.
The court will debate "several" legal points, including whether the court has authority to grant Lucas' request, the legal framework for post-election challenges to fiscal note summaries, and the possibility for post-election challenges to constitutional amendments.
