The reaction here is a bit overwrought and it doesn't seem like they thought about lower-income men who might need to garner supplies for girlfriends, wives, moms & sisters without suffering any potential embarrassment by asking a clerk.

Male visitors to the various Johnson County Library branches who find themselves in need will soon have no problem finding feminine hygiene products in the men’s restroom.
The Johnson County Commission voted Aug. 10 to allow the libraries to spend $375 in library operating funds in partnership with nonprofit “Strawberry Week” to provide containers for “period” products in “all public restrooms” across its 14 locations.
