The move to time-based rates in Missouri is mandatory, said the chair for the Missouri Public Service Commission. "One of the biggest complaints we've always heard - for years - is that people say they have no choice, they're in a monopoly, they have no control," explained Rupp. "And so by allowing people to have better control of when they use their energy, and how much the're charged, they can actually save a lot of money on their energy costs."

This Spring, the Missouri Public Service Commission mandated the two largest investor-owned utilities in the state - that means Evergy in Kansas City - institute time-based rates.
