The request's scope asks for assessment and a strategic plan showing how those transportation needs could be built and financed. It also seeks interim strategies for managing travel by international visitors from the airport and around the region during the 2026 FIFA World Cup.
The request does not specify one form of transit. Rather, it notes that the city seeks "innovative, sustainable and cost-effective solutions that leverage technical expertise and compatibility with existing transportation systems and processes," plus potential funding sources and cost estimates.
