A split planning decision for a 13-story River Market apartment tower may further contribute to its hold on the figurative tarmac, as city officials hash out what constitutes an acceptable amount of parking. The City Plan Commission voted 4-3 on Tuesday against urban redevelopment rezoning for City Harvest, a 300-apartment community planned by Flaherty & Collins Properties northwest of Fifth and Main streets.
