It's basically a throwback to back to the inglorious days of Mayor Kay Barnes.
We don't like knocking anybody's artistic efforts . . . But the design was exceptionally derivative and doesn't really show us anything new.
Also . . . It looks like a Mexican condom wrapper.
Here's a more optimistic take . . .
It was designed by Jared Horman, Creative Director for Kansas City. A city spokesperson said Horman researched and worked on the design for months.

Kansas City unveils what is expected to become its next flag
KANSAS CITY, Mo. - The city may soon have a new symbol greeting visitors and residents alike. City council members on the Transportation, Infrastructure and Operations Committee approved an new version of Kansas City's flag. It was designed by Jared Horman, Creative Director for Kansas City.
