The inside of Debra Williams' two-bedroom townhome in Parade Park looks close to brand new. There's modern, wood-paneled flooring that covers the first floor. The kitchen has new countertops, cabinets and stainless steel appliances. The outside is a different story. The siding shows years of wear and tear.
