In-district races always come down to how well candidates are able to execute a GROUND GAME.
Accordingly . . . We notice longtime Kansas City leader Henry Rizzo talking to neighbors at Fiesta Hispana whilst other politicos didn't stop pay a visit despite so much verbiage and word play as we enter Hispanic Heritage month.
According to Mr. Rizzo . . .
"The 4th District is the most diverse part of the city . . . If you're going to try and represent people, you have to get out there and meet your constituents."

Meanwhile . . .
A quick survey revealed that very few of the voters at this even could name the current 4th District incumbent.
There's a long way to go in this election but showing up still counts for something and a peek at this visit reminds us that neighborhoods campaigns can't yet be won via social media alone.
