Kansas Attorney General Derek Schmidt said Democratic Gov. Laura Kelly hadn’t kept pledges made during her 2018 campaign to resolve the state’s foster care crisis. Schmidt noted Kelly declared it her “moral obligation” to resolve shortcomings. Schmidt’s objections have roots in service gaps that vexed the Kansas Legislature as well as GOP Govs. Sam Brownback and Jeff Colyer, who preceded Kelly as governor.
