If watching way to much Internets TV informs us correctly . . . It's a cliché which hack screenwriters still imagine that middle-class GenZ ladies often repeat.

"The Kansas City, Missouri Police Department is attempting to identify the pictured persons whom are believed to have information in regard to a homicide that occurred in the era of Westport RD & Broadway Blvd on 9/12/21 at approximately 0:3:00AM. These persons are only believed to have information and are not considered suspects."
