To be fair, an international conglomerate really runs the KCMO water dept. that mostly serves as a dumping ground for city employees that can't hang on to better gigs.

A KC Water spokeswoman said short staffing has led to a slower response for non-emergency calls around the city.

The department is 36 workers short of the goal of 103 full time positions it needs in its pipeline maintenance division.
