In this instance we use the "winning" tag if only to commend the local law enforcement official for acknowledging the ongoing problem.

Whilst a ticket for SUFFERING AN EPIC KNOCKOUT PUNCH SEEN AROUND THE WORLD might seem like a disappointment.
Let's not forget that neither the Chiefs nor any local political leader have addressed this situation.
