The cold weather utility rule ends this week in both Kansas and Missouri. It protects customers from getting disconnected in the winter.
First, if you receive a shut-off notice, do not ignore it.
Second, it's very likely your gas and electric company has some sort of payment plan. But you need to talk to them about it. There will be contact information on your bill. It's best to try and do it before March 31.
Moreover because low-key water shutoffs are already underway:
