  3. Surprising that Lucas hasn't introduced a program for the taxpayers to buy cars for these "youth".
    Of course, the reason they steal cars is because of systemic racism, lack of inclusion, and income inequality, so we really shouldn't expect them to behave any other way.
    Either that, or eliminate vehicle theft and carjacking as prosecutable crimes.
    You can see by the statistics that the laws are being applied to mostly one identifiable census group.
