  5. Great new "plan" for KCMO snow plowing.
    But what the enthusiastic new city manager will find out is that KCMO government can't implement much of anything.
    Because neither the electeds nor the employees much care about services for residents, so there's no command attention, emphasis, oversight, management, or accountability.
    He's whistling into the wind.
    And just wait when he tries to hold someone to account for the condition of the streets.
    Only the names change.
