Prankster turns Meyer Circle Fountain into a bubble bath

"KANSAS CITY, Mo. - The work of a prankster is going to cost Kansas City hundreds of dollars. Meyer Circle Fountain looked like a bubble bath Sunday morning. According to the Parks and Recreation department, dishwashing detergent got dumped into the fountain. The city says it will cost around $500 to clean it out."

(A fountain with detergent foam can be remedied with one person spending a few minutes of time. Only a wasteful bureaucracy would send a city crew on overtime to deal with this trivial issue.)
