Now, the contention here is that the furlough is basically just going after white people . . . I'll let the AWESOME TKC TIPSTER make that case but behind the scenes we've talked about this story given that our blog community was FIRST TO BREAK CITY HALL FURLOUGH NEWS. The truth is that there are several well-educated and upper-management women & people of color who will also be impacted by this 12th & Oak strategy which seeks to penalize the most educated and elite working at City Hall whilst special interests protect their rank & file workers. We're really talking about city hall sacrificing white-collar workers and administrators who know how this town works better than anyone else.
Moreover and more importantly . . .
MAYOR & COUNCIL FORGOING FURLOUGH PAY CUTS HAS EVERYONE AT CITY HALL SEEING RED AMID BUDGET HARSH TIMES!!!
We also talked about frustration with politicos and their generous salaries and now those complaints are reaching a crescendo.
Nevertheless, here's a broader explanation that offers an ALTERNATIVE perspective . . .
Insider: KCMO Race Based Furloughs
Out of 5600+ employees, City Hall has gerrymandered their "involuntary furloughs" - suspensions - so they only impact 15% of the city workforce. 850 out of 5600 workers - those 850 overwhelmingly white BTW - are losing a week's pay as a result of council's irresponsible spending. They blame covid, but who was it that made bus rides free, saying they'd figure out later how to pay for it. Well, it appears 850 already overworked city staff will be paying for it. And YES, as you'd expect, it does NOT APPLY to council or the mayor. And for THAT, they are saving a paltry 1.2 million out of a 1.7 billion dollar budget.
Perhaps the original idea had merit. Save 2.2 million in staff furloughs. Still a HORRIBLE IDEA to screw 5600 employees for couch change, but they were immediately confronted with "If black lives matter, why is the largest minority employer in the region furloughing black people??". As with everything, race was injected from the start. Suddenly the gerrymandering started.
At first they exempted those under 20k and part time employees. That eliminated a good number of the black workers.
Then they exempted Fire, Water, Aviation, Health and municipal judges (really-with all these dismissed charges, we still need judges?).
Wow, that took the savings down to 1.7 million and also excused a pretty fair number of minorities. And THEN local 500 speaks up and points to their contract. Now they are excluded. That eliminates virtually all field workers - the bulk of African-American workers as well.
SO, what's left?
The college educated, mostly white, admin and middle/upper management. Skilled workers. You know the ones who COULD go somewhere else, but work for the city out of civic responsibility OR because they are invested in the pension system. SO, let's AGAIN screw the white guys for a million bucks.
Most of these folks haven't seen a real pay raise in years and if they do, it's capped at 2%. In fact they just did a major audit dealing with all of them who hadn't received raises for years and were owed back pay. BUT, they fixed all that. NOW, they all lose at least 1% of their pay with the door open for more to come.
Did they PLAN to be racist? One has to wonder considering the blatant racism in their parking ticket policy and other council decisions aimed clearly at benefiting primarily the African-American community. BUT, they love to speak of "implicit bias" - The bias you don't see. Your blind spot. Seems to me that at the very least, THIS is implicit bias. I know for damn sure, any policy that only impacts 15% of a workforce is NOT FAIR and equitable. I question if it's even legal.
You really need to peek into this. This is not just "things are so bad we're going to have to furlough". This is "here's another chance to screw those white folks," there are also a several highly skilled people of color caught in the explosion. A million bucks?!?! I can find a million bucks worth of waste at City Hall in 5 minutes that nobody would even notice . . .
