Jackson County distributes more than $81 million in CARES Act Funding

KANSAS CITY, Mo. – Jackson County is announcing that it has, to date, distributed $81,059,711 in federal CARES Act monies it received to address urgent needs across the County caused by the deadly COVID-19 pandemic.

“Jackson County found itself in a unique position as we were among a few jurisdictions that received funding directly from the federal government to fight the coronavirus,” said Jackson County Executive Frank White, Jr. “We accepted the responsibility to serve our community during this public health emergency and have done so proactively, with pride and diligence. I am confident that this funding is providing our residents the support and resources they need.”

“Supporting all our communities has been the centerpiece of the Legislature’s response efforts. We are committed to doing all we can to help our cities adapt to the challenges posed by COVID-19 and prepare for a strong recovery,” said Jackson County Legislative Chairman Theresa Galvin. “The Federal Government entrusted Jackson County with the CARES Act Funds and as guardians of the critical emergency federal aid, it is our responsibility to ensure that all our Jackson County municipalities abide by the guidelines set by the government. The process may have been long, but it is critical that we have a contract with all local leaders before transferring these funds. I appreciate the partnership of the local leaders who are participating in the process and look forward to seeing these funds support the long-term recovery of our cities.”

The $81,059,711 in CARES Act distributions includes more than $40,000,000 in funding to communities within Jackson County to help them pay for any necessary expense incurred due to the public health emergency. Following additional modifications to their submitted spending plan last Thursday, the City of Kansas City, Missouri received final approval from the County. A contract was executed, signed and the transfer of $18,882,946 was completed yesterday.

“We have acted as quickly as possible to get these funds in the hands of the communities and programs who need them, while ensuring the money will be used appropriately and in accordance with federal rules,” said Jackson County Administrator Troy Schulte. “This has never been about politics or using the money as a political football. It has been and always will be about protecting the health and well-being of our friends, family and neighbors from a virus that knows no race, age or community boundaries.”

CARES Act funding is currently programmed to help address, in part:

Truman Medical Centers

- Our safety-net hospital expects add 20 new ventilators, expand the number of negative pressure rooms, increase its in-house testing capacity and more than double its supply of powered air-purifying respirators, which are safeguard workers against contaminated air

Health Department

- More tests have been done in Jackson County than any other county in the State of Missouri, approximately 200,000 tests or 28,507 tests per 100,000 residents, according to the State of Missouri COVID-19 Dashboard

- The Jackson County Health Department has hired 31 additional contact tracers allowing contact to be made with anyone who has tested positive, on average, within 24 hours of notice of a positive test

- Fully funded KCMO Health Department’s request, which covers all eligible expenses since March, as well as anticipated costs through the end of the year

Cities

- KCMO's spending plan supports operating expenses for first responders and provides grant assistance to qualifying small businesses and households experiencing significant hardship

- The City of Grandview’s spending plan provides for the purchase of an air purification system for City Hall, utility assistance as well as small business and housing grants

Distributions of CARES Act funding to other cities within the County is currently in progress. Additionally, the County coordinated with the Office of Governor Mike Parson last month to distribute 100,000 masks to County residents for free.

On March 27, Congress passed and the president signed the Coronavirus Aid, Relief and Economic Security (CARES) Act, which established a new $150 billion Coronavirus Relief Fund (CRF) for state, county and municipal governments with populations of over 500,000 people to address necessary expenditures incurred due to the COVID-19 public health emergency. The State of Missouri received approximately $2 billion to distribute to other cities and counties and Jackson County received $122,669,998.30, which may only be used to cover costs that:

1. Are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19); and
2. Were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act); and
3. Were incurred during the period that begins on March 1, 2020 and ends on December 30, 2020.

  4. There's a virus but it's not a public health emergency. The numbers are way down and it's been proven but hidden that HCQ together with zinc works.
Take a hike black man this county doesn't need your rhetoric and scare tactics. Oh and black man you have never supported or served this community ever. Get over yourself.
