Just moments ago Mayor Quinton Lucas launched a legislative action to fundamentally change how law enforcement on local streets.

To wit . . .

MAYOR Q ATTACKS PARKING TICKET & "LOW-LEVEL" CODE ENFORCEMENT!!!

More to the point . . .

CALL THIS MOVE THE FIRST ROUND OF 'DEFUND THE POLICE' LEGISLATION OR COMMUNITY-BASED REFORM!!!

Nobody likes parking tickets and some might argue that low-level fines serve as nothing more than taxation in order to fund the prison-industrial complex. HOWEVER, law enforcement supporters might argue that changing the municipal code for "low-level" violations will undoubtedly have a negative ripple effect across Kansas City and encourage threats to public safety.

Here's the Mayor's argument . . .

"Last week, the City Council passed my ordinance to remove marijuana violations from the City Code—potentially subjecting 800 fewer people in our community to criminal penalties next year. But our work isn’t done."

"Today, I’m introducing an ordinance that would remove arrest warrants for low-level code violations, such as parking tickets. In our city—and in most of the country—if you don’t pay your parking tickets over a certain amount of time, you could end up with an arrest warrant, and then in jail. There is no reason for that."

"We should not criminalize poverty and we should not criminalize entire communities. That’s what these reforms need to be about, and that’s what we’ll continue working toward."

  25. Without the threat of penalties there will be no incentive to obey parking laws. You'll see cars and trucks parked in front of fire hydrants, taking up paid parking places for a day or days, double parking, blocking driveways, etc. A person who runs up fines and can pay them will not, because there is no threat of further enforcement. Mayor Lucas forgets that he has constituents in Kansas City who will be greatly inconvenienced by this action. Once again, he shows that he represents only some citizens and not others.

  36. Mayor Lucas needs to look up "Quality Of Life Policing" online.
    It's a technique that has been used in Functioning Cities, whereby the Police Force enforces such "minor" laws as traffic, code enforcement and so forth, and in every instance has resulted in any overall decrease in major crimes, since the Police Force, now seen by the Residents to be a presence and an active agency in making the Standard of living better for everyone (except, I guess, for the Criminals) receives cooperation and assistance from those Residents.

  46. Count me dumb. Q says there are still fines to be paid. Just no warrants issued at low level offenses. When poor people get warrants they have to show in court or go to jail. Many of them lose their jobs because a court appearance means missing work. Or they miss court because they don't want to lose their job. It's a real thing. Well documented. Google.

    The "tow and impound their car" was tried in Chicago and they finally realized it created a down spiral for people treading water financially. Google it.

    Look, not everone is trying for a handout. Some people are stuck between paying for meds or paying rent. You can't squeeze blood from a stone. Warrants and arrests are for criminals, not for parking offenses. Some cities now generate 1/3 of revenues from police tickets. It turned into a decades long money making scam in towns like Ferguson.

    Sure you can choose to park illegally. No excuse for that behavior. But the fines should be proportional like in Sweden where a speeding ticket is a percentage of your income. A swedish multimillionaire got a $130,000 fine going the equivalent of 48 in a 30 mph zone.

    Here you just hire an attorney and plead it down to a nonmoving violation. Of course, you have to be able to afford a traffic attorney to buy that kind of justice in an American courtroom.

    Who hasn't got a ticket? It happens. Eleven percent of citizens have a police-initiated law enforcement encounter each year. Obviously higher percentage in the hood which is heavily policed.

    Such encounters are just not a big deal for those of us who can afford the costs that go along with it. There's gotta be a word for that kind of privilege.

    It's not the fine-skipping double parkers or parking meter cheats we need to worry about. It's the locked n loaded gangbangers going bang bang drive by. No parking warrant gonna slow them down when they rolling with glocks and 9mm's. This is no slippery slope my friend. We are fallen in the abyss. The dam is busted. They called in the cavalry.

    The policing focus is rightly shifting to the violent lawbreakers. Yes, that means letting go of the little stuff when minor offenses cause poor working people to lose their jobs. Look, policing minor offenses has done zippo to reduce the murder rate or poverty rate in Jackson County. The courts are clogged with 80% nonviolent offenders. You know, some dude hauled before the Judge for jaywalking with a lit blunt. Time to try something other than the Slie era methods of a wristslap JPB plea deal for serious crime. We're talking Federal Court not traffic court.

    Sure the broken windows policing method works but it requires minority community trust and we don't have that. Haven't had it for a long time. So yes, time to ease up on parking and hammer down real hard on real crime.

    Maybe make all handguns illegal to own or possess, wàivér for current or prior (honorably discharged) mbembers of the armed forces or a public servant.

      Well, what's the answer? Not doing anything doesn't work. GCA68 didn't do enough. The Brady Bill (now defunct) didn't work. Black rifles may look imposing, but they aren't the big evil.
      What I suggest will keep handguns away from the untrained, and should be easily enforcible.
      Does it open the door to 2A infringement? Yes. Did the 2A allow for machine guns, cannons, and bombs? Sure, but we gave up those rights in the interest of publíc safety. Isn't what I propose in the interest of publíc safety?
      I don't want to see infringement on the 2A, but I like the killing even less.
      So what is the answer?
      (We probably aren't going to solve any problems on a blog)

Maybe train them in how to use and clean their handguns; that way they will be able to shoot more people without having to worry about jamming.       Well, the 2A has been restricted in the past (the 1934NFA and GCA68 come to mind), and restricting the 2A nationally would probably trump any MO state legislation.
      But that's my idea to help reduce crime.
