“ I know we have a shelf full of studies from the past,” Loar said. “We had KC NoVA with all of the agencies coming forward and working together. It cost a lot of money. Did it work? Obviously not. Our homicides rates are higher than ever.”

EVery since President Lyndon Johnson signed into law the Civil Rights Act trillions of dollars have been thrown at this problem and nothing has been accomplished other that make millions of people complaisant with this welfare system. If the county and city are looking for money to spend on such things as social workers and "conflict resolvers", they need to look no further than all the bucks wasted on ant-crime "nonprofits" and other grifter programs that have been going on for years with no results and even less accountability.
