Area police departments examine restraint hold use

KANSAS CITY, MO (KCTV) -- The KCTV5 News Investigative Unit has been asking local police departments a lot of questions about restraints, choke holds, and alternatives. Some departments in the area, including the Kansas City Police Department, use a technique called Lateral Vascular Neck Restraint or LVNR.

  1. Just bring back nightsticks, a blow to a persons kneecap lays them down every time and they stay there. Then every day for the rest of their lives that painful knee cap reminds them how acting stupid and breaking laws isn't a smart thing to do.
