With Rep. Cleaver’s Support, House Democrats Pass Transformational George Floyd Justice In Policing Act

(Washington, D.C.) – Last night, The United States House of Representatives passed the George Floyd Justice in Policing Act, Democrats’ bold, transformative legislation to reimagine the culture of policing in America with unprecedented reforms to curb police brutality, end racial profiling, eliminate qualified immunity for law enforcement, and build greater trust between law enforcement and our local communities. United States Representative Emanuel Cleaver, II (D-MO) was a cosponsor and voted in favor of the legislation, which passed with bipartisan support by a vote of 236-181.

“The American people have made it unequivocally clear that the time has come for major, concrete reform to address the systemic racism that has plagued our nation’s policing system for generations,” said Congressman Cleaver. “Thanks to the leadership of the Congressional Black Caucus, this legislation delivers the transformational change Americans are seeking from Congress. It increases transparency, holds law enforcement accountable, and, ultimately, will save lives.”

The George Floyd Justice In Policing Act will take numerous key steps to achieve the structural change needed to combat America’s history of police brutality and racial injustice, including:

- Banning all chokeholds;
- Banning no-knock warrants in drug cases;
- Ending racial, religious, and discriminatory profiling;
- Eliminating the qualified immunity doctrine that has long been a barrier to holding police officers accountable for wrongful conduct;
- Establishing a National Police Misconduct Registry to improve transparency and prevent problematic officers who are fired or leave one agency from moving to another jurisdiction without any accountability;
- Requiring data collection, including mandatory body cameras and dashboard cameras;
- Establishing new standards for policing and the Public Safety Innovation grants for community-based organizations to help reimagine policing in their communities;

“Our nation was founded on the fundamental promise of equal justice under the law, and, for far too long, we have failed to live up to that promise. I am proud to support this legislation, which will take the necessary steps to protect the persecuted and reestablish trust between law enforcement and our local communities,” Congressman Cleaver continued. “Now is not the time for congressional timidity. Now is the time for congressional action. Should the Administration and U.S. Senate fail to listen to the American people’s call for action, I have little doubt the people will take action themselves come November.”

  7. Cleaver had every opportunity to address this and other issues in KC during his eight year tenure as Mayor. He did nothing. He’s a phony. He did accept having a major KC street named for him rather than suggesting it would be better named for MLK. Of course, he could still do that now.

  9. 10:39: Interesting revisionist history, but wrong. Racists who happened to be Democrats were guilty as charged up until LBJ pushed civil rights and voting rights through Congress. Nixon then invited the racists who had been Democrats to become Republicans, and they did.

    1. When LBJ was the senate majority leader, President Eisenhower sent him the civil rights act of 1958. LBJ made sure it didn’t get voted on. Then in 1964 he dusted it off and got it through with republicans voting for it it

    What happened when Pastor Cleaver's gay son became an adult?

    He was sent away to California, lest he bring embarrassment to the pastor politician. Very similar to how Sylvester James abandoned his gay son from his first marriage. Inconvenient Truths!

    What happened when Cleaver and wife personally guaranteed an SBA loan to purportedly buy an overvalued carwash in Grandview? (Part of the loan proceeds may have been diverted into Cleaver's initial run for Congress)

    They stalled for years, making little or no payments, then despite losing a final court judgment, they still have never satisfied the loan repayment. Local media refuses to touch the story because Cleaver is a corrupt Democrat on the same team as liberal corporate media.

    Why does nearly everyone in the Cleaver family rely upon patronage jobs, instead of working in the private sector?

    Why did Cleaver direct federal tax dollars into a real estate/housing project that directly benefited the church where he and his son pastor?

    Before being forced out of the Mayor's race, why did the Jason Pander campaign give several thousand dollars to Cleaver to secure a public endorsement?

    Why does Cleaver's son choose to live in Lee's Summit and not KCMO where his church is located?

    How many years ago was Cleaver given the diagnosis of early-onset dementia?

    Is Cleaver's son planning to assume his father's seat in Congress, or will they auction his endorsement to the highest bidder?

    1. Cleaver did have his Congressional check garnished to pay back, at least in part, a portion of the $1.2+ million he and his wife owed to Bank of America. He’s a Congressman you can feel proud of; cheats the SBA, gets sued, doesn’t pay, gets sued again, gets his check garnished.

    Just follow the tried and true sentence:
    I demand (fill in the blank) because this victimized group (fill in the blank) has been traumatized and damaged by systemic racism.
    The media will be all over your demand, even though none of them really have any serious idea or definition of hat "systemic racism" might be.
    And the politicians will be kneeling and falling over themselves to do your bidding.
    A pitiful sight, to be sure.
    But be sure to get on the bandwagon soon.
    There'll be something new to whine, march, complain, and make demands about tomorrow.

  16. He could have / should have done something years ago if this issue was so pressing. Local governance and what not. The personal responsibility clause in this is a deal killer and Dems know it. Dem run city and nothing gets done but easier to cry racism than actually do ones job.
