TKC EXCLUSIVE!!! NEW KCI RESOLUTION DEMANDS BIDDING TRANSPARENCY DESPITE AVIATION HONCHO DEFIANCE!!!

Legislation concerning the construction of New KCI hopes to shed light on how project is taking shape along with identifying the construction companies involved in the process.

Checkit:

Resolution 200330: "Directing the City Manager to present to the Transportation, Infrastructure, and Operations Committee information related to all bids submitted in response to the procurement of contracts for the new terminal at the Kansas City International Airport."

Now, here's the bad news . . .

IN AN E-MAIL INTERCEPTED BY AWESOME TKC TIPSTERS, KANSAS CITY AVIATION HONCHO PAT KLEIN CLAIMS BIDDING TRANSPARENCY WILL DELAY NEW KCI!!!

Actually, the e-mail is subject to Freedom of Information Act requests and it's circulating widely around City Hall before today's crucial vote. Local media is simply too scared to talk about a discussion worth HUNDREDS OF MILLIONS that has more than a few moving parts and very serious people concerned about the fate of the stalled facility.

And so, in order to defend the status quo . . .

Pat Klein, Director of Aviation wrote . . .

"This request would require tremendous amounts of time, cost and TIO time to do a look back since Edgemoor has gotten on board. There could be upwards of 100 solicitations and RFPs. Each solicitation/RFP has multiple proposers and within those are multiple tiers of subs. To have the team go back and pull all those documents, prepare them for a public discussion, pull together a powerpoint, present to Council would be astronomical and take time away from the team whose job is to complete this project on-time and on-budget. This request would easily risk breaking our budget and scheduled opening. Additionally, each TIO meeting would probably only be able to handle 1 procurement given the other business so you are then looking at 100 TIO meetings to look back?

"We obviously want to provide this Mayor and Council the information they need to govern but this request has impacts that will negatively affect this project delivery . . . "

The response to this concern from insiders is that all of the information requested could be compiled into one, simple Excel spreadsheet.

Again, this debate is crucial for taxpayers and local residents. Sadly, the conversation was bungled in an initial report that focused on minority hiring and immediately lost more than half of readers not wanting to get into a diversity debate. Again, as always, we remind our TKC Blog Community that GREEN IS THE ONLY COLOR THAT REALLY MATTERS. This should really be a conversation about oversight and accountability, not another pointless culture war slap fighting.

To wit . . .

Here's a part of the big money, fun component of the story that's going to earn more attention starting today . . .

ONE OF THE NEW KCI COMPANIES LEADING CONSTRUCTION IS AWARDING ITSELF EPIC CONTRACTS WORTH MILLIONS!!!

This is one of many good reasons why THIS RESOLUTION IS A GOOD IDEA given the abysmal level of reporting and information available to the public regarding the mysterious project worth HUNDREDS OF MILLIONS and already costing taxpayers big bucks.

Accordingly, and because the vote is going to be close . . .

KANSAS CITY MAYOR & COUNCIL WILL NOW DECIDE TO IF TAXPAYERS DESERVE NEW KCI TRANSPARENCY OF IF THEY'LL ENDORSE SKETCHY &  SECRETIVE BIDS!!!

Developing . . .

  1. Classic KC shell game.

Tell the public that it won't cost them anything and then fix the rules that demand open and fair bidding.

    Voters were lied to. Again.

    2. Wait, we don't even know who is bidding on construction at the airport?

What the hell happened, do they just have a blank check to do whatever they want and spend the money how they see fit? I can understand why they don't want to answer any questions but the last time I checked KC pays the aviation director's salary, why is he advocating for their interests and not the voters and the people of KC?

The clowncil should have had month to month oversight of construction.

Teresa Loar had prior service on aviation committee. She should have been on this from get go.

Reality is that numerous airport contracts are a big source of contributions, money and future jobs. She wants her slice.

    1. Just end the whole ripoff. It's far cheaper to operate Terminals B & C than to build a new monument to civic pride and corruption.

  4. How many years was Teresa Loar on the Council Aviation Committee in her previous time on Council?
Council Aviation Committee is a contribution cash cow because of hundreds of private contracts being given out for airport.

  5. If federal money is involved, these contracts had better be on the up-and-up. Misusing federal money is what got Ken Bacchus' tits in the wringer at HEDFC.

  7. Glad that SOMEBODY pays attention to these votes, this should be a major issue if these people ever expect to be reelected.

  8. Women and minority owned businesses should be awarded at least 20 % of the bids. This won’t happen without transparency.

  9. ^^^ Elections, they'll stop having those soon enough.

  10. I'm telling people once and for all. Do not send me links from the TKC blog.

Just got this during lunch and I will say for certain that this is our of bounds. The Aviation director is completely correct when he says that this would delay the construction. And what would it accomplish? Just to give more ammunition to bottom feeder reporters and bloggers. The point here is to create confusion and division but that will not work because the people of Kansas City have already voted YES to the new airport. And they want it accomplished, that is happening and only the naysayers want to stand in the way.

The airport is a GO and trying to derail it is not an option.

  14. The new terminal will have many corona cafes and shops!

    No thanks!

  15. Transparency should have been built into the contract and the negotiations. We let them get away with so much graft and corruption with this airport. Now it's a mess.

  16. Name anything, anything at all, that the mayor or city council have provided any serious oversight for for decades.
The previous airport terminals were allowed to deteriorate so the the then executive director could build something shiny and new.
The water department is an expensive catastrophic joke.
    Homicides continue at horrendous rates.
Streets, sidewalks, curbs and gutters haven't been maintained in decades.
No expectations, performance standards, oversight, or accountability.
Of course, you need to have elected people who are actually sufficiently interested in local government to take the time to learn enough about operations and programs to be able to provide informed oversight of them.
KCMO needs to start at that basic level.
    Sad.

  17. @the people of Kansas City have already voted YES to the new airport.

Right and most of the people of Kansas City were newbies to this city riding the hipster train who have since left for Brooklyn, Austin, Portland.
