  3. There is no plan. Utter chaos at best. Check you personal information at the door. 30% of the restaurants wont make it through spring, let alone the pandemic. KCMO needs to work with the businesses to keep the businesses operating or the businesses go out of business. The key isn't "open" but operating (and profitable). Lucas acts like he is doing the businesses a favor with the "plan".
