Amending Chapter 70, Code of Ordinances, entitled “Traffic and Vehicles,” by enacting a new Section 70-276 requiring the operation of a motor vehicle in a careful and prudent manner.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That Chapter 70, Code of Ordinances of the City of Kansas City, Missouri, is hereby amended by enacting a new section 70-276 entitled “Careful, prudent driving,” to read as follows:

Sec. 70-276. Careful, prudent driving.

(a) Every person operating or driving a motor vehicle shall drive and operate the same in a careful and prudent manner and shall exercise at all times the highest degree of care in the operation of the same.

(b) It shall be prima facie evidence that a vehicle operator is not exercising the highest degree of care if the operator of a moving vehicle engages in any conduct that causes such operator's vision or attention to be obscured, diminished or directed elsewhere than the path of travel or attention of the vehicle, including, but not limited to, the following:

(1) By using a mirror to engage in grooming;

(2) Reading anything located in the vehicle other than the operation information displayed on vehicle gauges and equipment;

(3) Writing or drawing;

(4) Manually inputting information into a GPS or mapping device; or

(5) Turning one's head substantially away from the path of travel to observe things in the vehicle or outside the vehicle but contrary to the path of travel.

(c) The provisions of this section shall not apply to a person operating an authorized emergency vehicle as such term is defined in Section 70-1. ORDINANCE NO. 200026 2

(d) A violation of this section shall be deemed a minor traffic violation punishable by a sixty dollar fine for the first violation and one hundred-twenty dollars fine for the second and subsequent violation within five years.

Oh, this will really make a difference...in the number of tickets written to fill the City coffers. The forgot to make it illegal to blink eyes to many times.

Not one mention of increased penalties for street racing. As in ... 7 people shot last weekend at several street racing events.

Any vehicle observed and found to be engaged in street racing, as one of two or more vehicles, shall be confiscated and sold at auction.

Fucking parasites. Protect and serve who, themselves. How about getting a few monkeys off the road that can’t drive worth a fuck, oh I see there’s no money in that and besides it’s racist. No wonder nobody respects the cops anymore

I would be happy if folks with expired temp tags and tags were dealt with. That'll keep cops plenty busy. Wonder why they dont hold tax refunds for unpaid sales tax, expired insurance, registration of personal property. That would nip it in the bud.

Buy a road camera and install it inside your vehicle. They were mandatory at FedEx, but ignored, or manipulated, if you were a favorite.
