  28. Congress didn't declare war on Iraq. It authorized Bush to use force IF necessary, assuming he would only use it as a last resort. Bush was the decider and ordered the invasion.

    BTW, the House was in GOP control from 1994 to 2006. When Bush won, the GOP also still controlled the Senate with Cheney presiding as president of the Senate to break the 50-50 split on party line votes. The Republicans in Congress were in lockstep and provided the majority of votes needed to give Bush permission. Not Democrats.
