Already, today's big Kansas City reopen announcement from Mayor Quinton Lucas has elicited mostly negative reaction and criticism of his bold pronouncements without much support for local biz to help guide them through the process.

A few texts from Westport biz owners and this e-mail sent our way points out one of many flaws . . .
"Obviously the mayor has never operated a business. His plan calls for me to play policeman, doctor and doorman in addition to all of usual duties in running my business. And he has also opened up every local venue to enormous liability if somebody claims that I'm not following the rules and decides to file a lawsuit."
This is just one complaint out of many and we're watching more small biz reaction moving forward . . .

That sounds far fetched but a few local businesses are already pushing pushing this policy and it leads us to the next problem . . .
THE KANSAS CITY 10-10-10 PLAN PUTS PANDEMIC RESPONSIBILITY ON SMALL BIZ WITHOUT HELP FROM CITY HALL!!!
What we've seen in the immediate aftermath of this plan is nothing but confusion, more questions and only the lowly 311 line offered to local biz in desperate need of assistance to sort out their reopen responsibility.

Mayor Announces Plan for Reopening
Kansas City Mayor Quinton Lucas today—in consultation with Kansas City Health Department Director Rex Archer, M.D.—announced Kansas City’s phased reopening plan.
Beginning May 15, all Kansas City businesses will be able to open, subject to a “10/10/10 Rule.”
The 10/10/10 Rule specifies that all non-essential Kansas City businesses must limit the number of customers allowed in their establishment at one time to no more than 10 percent of building occupancy or 10 people (whichever is larger), and record the names, contact information, and approximate entry/exit time of all customers who are on premises and seated for more than 10 minutes. Establishments such as grocery stores, medical and dental offices, pharmacies, and other essential businesses are not subject to the 10/10/10 Rule.
Gyms, museums, bars and in-person restaurant dining will open with additional Health Department guidance on May 15 to best protect workers and patrons.
“More important than moving quickly is moving carefully and responsibly, and the steps we’re taking today allow our businesses to return to productivity while keeping their workers and customers safe,” said Mayor Lucas.
Based on public health guidance, non-essential businesses that are not open to the public will be permitted to open one week from today, subject to social distancing guidance. Religious gatherings – including weddings and funerals – of 10 people inside and 50 people outside can resume on the same date, provided social distancing is maintained and event organizers record the names and contact information of all attendees. In the interest of public health and subject to City Order, any Kansas Citian who does not yet feel safe returning to a non-essential workplace cannot be compelled by their employer to return prior to May 15.

KSHB: KCMO Mayor Quinton Lucas unveils ‘soft-opening’ plan
KCTV5: Starting at 12:01 a.m. on May 6, some non-essential businesses that are not open to the general public can bring employees back in to work.
KCTV5: The businesses must continue to follow social distancing guidelines, and the city is requiring that businesses continue to allow employees the option of working at home if they are concerned for their health.
KCUR: Mayor Quinton Lucas says the number of new COVID-19 infections in Kansas City has declined steadily since April 7.
Fox4: This will not apply to bars, dine-in restaurants, museums, public access to government facilities, dog parks and the zoo. These are still expected to remain closed until at least May 15.
You decide . . .
Quinton Lucas is just trying to keep people save. There's nothing wrong with that. He is doing the right thing and being far more responsible than other cities.

He does not have the legal right to force small businesses to do these things and they cannot be profitable, whether they follow these restrictions or stay closed. They are having the value of their businesses destroyed extrajudicially without any due process.

Why not establish the social distancing / sanitation policies and allow EVERY business that can follow them to be open.
Why does the Mayor at his sole discretion get to decide who can and cannot be open? Why does he get to pick winners and losers?
Why does Target get to sell socks, shoes and shirts, but the Kohl’s next door has to be closed?
So many illogical choices and decisions being implemented it is mind boggling...
If we really want to save lives, then shut every single thing down and let the city workers deliver contactless food to our doorsteps until there is a “cure”, anything short of that means we have a heartless Mayor that wants us all to die!

So a business now has to hire door monitors on top of other staff to control who can and can't get in while taking private information of the customer that isn't necessary for doing 90% of all business as a whole?

ReplyDeleteThis is stupid. If you have 10 people in a tiny business space vs. 10 people in a huge business space (e.g., warehouse), then they both have to play by the same rules and yet the 10 people in the big space are at far less risk of exposure to coronavirus.

ReplyDeletePer KCMO Health Dept., as of April 29, KCMO has recorded 520 positive COVID-19 cases and 15 deaths.
Though the lying media loves to report "cases", this is a rather meaningless statistic, since a positive test can refer to: 1) a false positive test, 2) someone with no symptoms, 3) minimal symptoms, or 4) someone admitted to the hospital. Citing "cases" is for those intent on advancing the scare/panic agenda.
So, 15 people have died from COVID-19 in KCMO. Most any death due to communicable disease is regrettable, however, this is an extremely low number for a city with a population of approximately 500K (2.88% of positive cases resulted in death; 3 one-thousandths of 1% of KCMO residents have died from COVID-19).
Put another way, exponentially more people in KCMO have suffered depression/suicide, alcohol abuse, drug abuse, domestic violence, criminal acts, due to losing their job/income, stress, hopelessness, financial worries, etc.
MAYOR LUCAS, WHAT ABOUT PROTECTING THOSE WHO ARE STILL LIVING? YOU KNOW, THE 99.997% OF KCMO RESIDENTS WHO NEED TO MAKE A LIVING FOR THEMSELVES AND FAMILY.

The KC City Council didn't know what he had planned until the press conference. The councilors were reading the plan on the KCMO web site with the same level of confusion as the public. Where the hell did May 6 come from?

So you've got a business with 200 people in it. You've got to figure out which 20 people (10%) get to "go first" into the place and work there, while 180 work from home or don't work at all. Pretty crappy formula. They should have remembered the KISS Principle -- Keep It Simple, Stupid.
ReplyDeleteAnd if you've got a dental office with 10 employees, they can all go back to work and will likely be much closer to each other than the 20 people in the 200-person company because it only makes sense that it would be a bigger space than the dental office. Therefore, the small businesses are likely to be more at risk than the larger businesses with this formula.
