In the aftermath of a recent rebuke following a scathing appraisal from Missouri Auditor Nichole Galloway, power struggles and cutthroat fighting over federal COVID-19 stimulus now dominate the local political scene and we're getting FIRST LOOK at an unprecedented power play coming up at the Courthouse tomorrow.

"Hey TKC, look at this resolution . . . Jackson County has received $123 million in coronavirus funds and this looks like the Legislature is now debating major changes in how it will be distributed given that they were spanked by Missouri Auditor Galloway this month."



To wit . . .

THIS JACKSON COUNTY PUBLIC SMACKDOWN IS ONE OF THE WORST WE'VE EVER SEEN AND SPEAKS TO THE LEVEL OF TENSION OVER FED STIMULUS AND PAYBACK AFTER A SCATHING MISSOURI AUDIT BEHIND THE SCENES!!!

Usually, when things get to this point somebody resigns or takes a lateral move to a different department.

However, this call out is ON THE RECORD and published for all to see. At the very least, this is certainly part of the "new normal" and a very rare public, political slap fight.

Take a look at the allegations and motivations documented in this resolution that has escaped public scrutiny so far . . .

A RESOLUTION calling on the Legislature for a vote of no confidence in the Director of Finance and Purchasing, Bob Crutsinger.



RESOLUTION NO. 20420, April 27, 2020

INTRODUCED BY Crystal Williams, Dan Tarwater III, and Theresa Cass Galvin, County Legislators

Body

WHEREAS, a vote of no confidence is defined as a statement or vote about whether a person in a position of responsibility (government, managerial, etc.) is no longer deemed fit to hold that position, perhaps because they are inadequate in some aspect, are failing to carry out obligations, or are making decisions that other members feel detrimental; and,

WHEREAS, on June 15, 2018, by Executive Order No. 18-13, Bob Crutsinger was appointed to his position as Director of Finance and Purchasing and,

WHEREAS, by Resolution 19870, dated May 21, 2018, the Legislature did authorize the execution of an Employment Agreement with Mr. Crutsinger, commencing on June 15, 2018 and terminating on December 31, 2019; and,

WHEREAS, pursuant to section V(C). Termination, the County may terminate the Agreement for cause, with “cause” defined in part as:

(vii) The willful and continued failure to substantially perform Bob Crutsinger’s duties for the County (other than as a result of incapacity due to physical or mental illness); or

(viii) Willful conduct by Bob Crutsinger that is demonstrably and materially injurious to the County, monetarily or otherwise.

and,

WHEREAS, due to the ever-increasing complexity of the County’s financial operations, the Legislature believes the County’s Finance Department needs a stronger skill set to provide timely reports regarding overtime, insurance proceeds, other financial reports and the financial impact the Stay at Home Order will have on the County’s revenue streams; and,

WHEREAS, the County is currently undergoing an audit by the Missouri State Auditor and the County has been directed to exercise increased controls over its financial operations; and,

WHEREAS, Mr. Crutsinger continues to disregard recommendations of the Missouri State Auditor regarding transfers and backdating of data; and,

WHEREAS, under the current emergency, and in consideration of the incoming funds from the CARES Act, the County needs accurate and timely reporting and communication regarding financial information to all County officials; and,

WHEREAS, the Legislature has concerns with Mr. Crutsinger’s leadership, decision-making, and communication regarding these important issues the County is now facing; and,

WHEREAS, all these actions place the taxpayers and the Legislature, acting on behalf of the taxpayers of Jackson County, in a precarious position with the State of Missouri; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby expresses its vote of no confidence in the Director of Finance and Purchasing, Bob Crutsinger and urges the County Executive to take appropriate action to remedy this situation.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.

This will be an important vote for the Legislature and one of the first signs of fallout after the Missouri Auditor's negative appraisal of the COMBAT Anti-Crime program and business as usual at the Courthouse.

Moreover, this is a major bureaucratic dispute amid Exec Frank White's tenure and a sign that financial accountability is finally under discussion as federal coronavirus stimulus funds arrive.

      The audit reflected, based on factual evidence that the leadership overseeing the distribution of funds, in several cases DID NOT require documentation for the monies spent.

    This crap doesn't happen in some vacuum, the job of the Legislators is to monitor this sort of thing and make sure it doesn't get out of hand.

    Sure, Frank White is the Executive, but that doesn't exempt them from their duties, they don't get to float around on some fluffy white (or money-colored) clouds until it's time to view the County's mess with horror!

Whatever big big shows these announcements produce, the Jackson County taxpayers may conclude that millions of their dollars, whether from local taxes or the feds, will be thrown away on worthless programs with no results or accountability, family, friends, and other insiders, and their own selfishness and self-dealing favoring their campaign contributors and their endless re-election bids.
    The endless infighting and finger-pointing accurately makes the county government look more like the student council in some middle school.
    And the wasted money is horrendous.

    Missouri is an at-will employment state. This means that employers are typically allowed to fire employees for any reason or for no reason at all. So why all the need for the drama?

  13. Let's see. Frank White hired this guy, after he fired the old director of finance who wouldn't go along to get along with some of Frank and Caleb Clifford's fiscal shenanigans. And then Frank fired the old assistant director of finance who would not sign off on misappropriating Combat money. This would be the same Frank White who got a "gift" bailing him out of foreclosure from a rich lawyer who does a lot of business with the county and the same Frank White who lied the day he put in his papers to run for county office saying he didn't owe any taxes. And who hasn't heard or read about the reassessment fiasco or fallen victim to it? Oh and the same Frank White who wasted almost a year to just get repairs STARTED on the courthouse elevators. But the Legislators don't want to take a vote of no confidence in Frank White?
