In what is certain to be a controversial decision and in the aftermath of the 3rd District tagged as a local coronavirus hotspot, the County Exec explains his reasoning over medical privacy concerns in a recent press release.

Jackson County Executive statement on COVID-19 data

KANSAS CITY, Mo. – Jackson County Executive Frank White, Jr. has issued the following statement regarding the disclosure of COVID-19 race and ethnicity data:

“Recent reports have indicated that the black and brown communities of our region are being particularly hard hit by COVID-19. These reports mirror those we have seen across the country about high rates of COVID-19 cases and particularly deaths in African-American communities. Unfortunately, these reports are not surprising. Social and economic inequalities have put our communities of color at a distinct disadvantage for a healthy, sustainable and equal quality of life for decades.

“Understandably, these reports have increased the call for the public disclosure of more detailed information regarding the race and ethnicity of COVID-19 patients. But experts and decision makers in our region, as well as across the country, must thoughtfully consider the impact that such disclosure could have on those communities. While I support the right of everyone to be informed about this deadly virus, I must urge caution. Let me explain why.

“I fear that on the backside of this epidemic will exist another opportunity for redlining in the districts with high case numbers. The people in these districts could be subjected to feeling inferior, rejected for services and charged higher premiums on car and home insurance simply because of their address. While those calling for the release of this information do not intend such results, we must think about the back end of this epidemic to ensure that we don’t further enhance the racial divide in our county and city. Even though COVID-19 case numbers have been released by district in the city, I am asking our County health department not to release this demographic case information by zip code in Eastern Jackson County. We will continue to collect the data, while reinforcing the importance of staying home as much as possible to stop the spread, flatten the curve and save lives.”

  1. Actually, he makes an important point that is being overlooked.

    PRIVACY.

    It's a constitutional right and a lot of this data collection is not opt-in for patients. Especially those who are economically disadvantaged.

    The numbers should first be up to patients to disclose.

    That's not to say the American access to health care isn't screwed up and grossly inequitable; it is. But, neither Obamacare nor single payer nor a momentary satisfaction from soaking the rich will put a dent in the problem.

    The problem is the retail cost of health care . . . and the astronomical profits reaped by everyone from hospital corporations to big pharma to medical device makers to insurance companies . . . and on . . . and on.

    Until someone addresses that problem honestly - and it's price gouging on a cosmic scale - there will be no improvement. Sadly, Congress critters will never bite the hands of the lobbyists that feed them

  18. Over the past couple of news cycles the media and politicals have been pushing the narrative that the black community is taking the biggest hit of death tolls from Covid 19. Yet most of the actual data does not show that at all. White people still make up over 75% of the population in most places (Johnson County for example) and despite what is being reported, white people are the largest group of confirmed cases and the highest death toll. Black and Brown people are simply being used as a tool to try to give white people a false sense of security that the poor blacks are the biggest victims when they are in fact the biggest victim. Aint nobody stupid....l

    It was reported by the press that Mike Sanders law firm paid White's property taxes and mortgage several years back and then Frank White succeeds Mike Sanders as County Executive.
