  1. Stay at home order admittedly has no teeth. No police enforcement unless clear criminal involvement. Enforcement will be by codes departments follow ups to complaints filed. So what the irresponsible people hears:
    STAY AT HOME UNTILL YOU WANT NOT TO STAY AT HOME.

    Essential businesses= Any business that declares itself essential except the hospitality industry. You can work shoulder to shoulder in a factory setting of any number but no more than 10 for dinner.
