Kansas City Budget Proposes Annihilation of Artist Resources

Last week, Kansas City, Missouri Mayor Quinton Lucas and Acting City Manager Earnest Rouse announced the annual budget for FY 2020-2021. Among the budget, recommendations are the elimination of the Office of Culture and Creative Services (OCCS) and a $175,000 reduction of the Film Commission. These are two areas particular to Kansas City's arts community.

  2. All these budget cuts mentioned recently are made in order to pay for the convention hotel. The hotel agreement from 2015 was available for Quinton Lucas the then Councilman and ‘contracts law professor’ to review, debate and if necessary stop. Quinton either knew about these hidden $4 million dollar expenses OR did not read the agreement. He now owns these cuts and the convention hotel mess. What no one has addressed or reported is if that $4 million cost to the budget is a one-time hit or will it be $4 million cost every year like the annual $14 million of debt service on the Power & Light District.

Let me repeat, Quinton is a contracts law professor and he did not know about this $4 million hit that was certainly detailed in the contract with the Burke Swerdling group? Aka The Burk Swerdling JE DUNN group! WHEN will someone stand up for the tax payer when will someone stand up for what is right? Quinton you own this convention hotel debacle now. What other expenses are built into the 2015 agreement. Perhaps you can have your students explain it to you! Does anyone in city hall know what they are doing?

    1. He’s not a professor. He’s a lecturer. BIG difference.

  3. ^^^ Yup, a 'professor" professes to have the ability to teach, a "lecturer" teaches.

  5. You’re missing the point, Quinton is part of the problem. He could have stopped this debacle but chose not to. One more time: is this $4 million hotel amount a one time or annual cost to the city???
