A simple look around city streets reveals that Kansas City is confronting a greater homeless than at any other time in recent history. Here's an important note about the effort to get more data on the problem as local resources become increasingly strained. Checkit:

Following Calls From Rep. Cleaver, GAO Agrees to Review How U.S. Counts Homeless Population

(Washington, D.C.) – Today, United States Representative Emanuel Cleaver, II (D-MO) announced the U.S. Government Accountability Office’s (GAO) decision to review the ways in which the federal government takes count of the United States homeless population following calls from Reps. Cleaver and Wm. Lacy Clay (D-MO).

“Homelessness anywhere is an utter shame, but the degree to which we have homelessness in the richest country in the history of the world is simply unconscionable,” said Congressman Cleaver. “As the homeless crisis in the United States continues to grow, it’s apparent that we need to reassess our efforts to ensure every American has a roof over their head at the end of every day. That must start with a review of how we actually take count of citizens who are experiencing homelessness, so that we may get a clearer picture of how and where we can reallocate federal attention to combat this crisis. I’m thankful to the GAO for acting upon our request, and I look forward to their findings in the coming months.”

Currently, as Congressman Cleaver pointed out in a letter to GAO, for those experiencing homelessness to be included in the Point-in-Time (PIT) count, they must be visible by the volunteers and advocates who are counting, and they must be in a shelter or unsheltered. This typically occurs during the coldest of months and by counting each individual manually one-by-one. Sadly, this methodology leaves the potential for millions of people to be left unaccounted for, which has major ramifications in the fight to address homelessness, as well as the upcoming 2020 Census. The transitory nature of homelessness necessitates more comprehensive analysis of the problem grounded in empirical and experience-based analysis, which GAO has agreed fits within the scope of its authority. The lawmakers’ letter was sent on the heels of a House Financial Services Committee hearing focused on homelessness in America.

  1. housing is a big part of it but it's also just the drugs. People who are so addicted to heroin and other opioids are not going to get in any kind of program or shelter. They need to treat their disease first and then worry about their living situation. It's not a housing problem, it's a drug problem.

    It just is what it is, they are drunk as hell - or drug addicts.

    Addressing the problem with "housing" might get them home doing drugs and drinking, but..., it doesn't really fix anything.

    They are all pretty nice people, I talk to them when there is time. There are a few, that are completely nuts. A Lady at 103rd and Wornall and a bearded, CRAZY guy around 85th and Wornall that is always at the bus stop screaming at cars.

    But 98% of them, in my opinion, are just hammered every night and need help for addiction.

  4. I agree with Congressman Cleaver's assessment of the current number of homeless
    persons as tragic, but he ignores the reality that many of them refuse to accept shelter because of the shelters' rules on drugs, alcohol and other disruptive behaviors. Thirty years ago, many of what we now call homeless persons would have been involuntarily committed to facilities for the mentally ill. The reality is that involuntary commitment, with all of its attendant problems, may be the only solution for the hard-core homeless.

    Contact Schiff and Pelosi and see how they tackle homelessness in California.
    California leads the pack in numbers.

    Do the opposite.

    Hint- Congratulations on doing nothing while spending so much energy and money on trying to impeach Trump.

  7. Assume that the old way to count the homeless (however defined) comes up with 1 million. But after developing a new counting technique, the figure is revised upward to 1.1 million.

    How does that difference "have major ramifications in the fight to address homelessness..?" It doesn't. The real battle here is to beef up those census numbers. Cleaver doesn't care squat about the homeless but he does care about money and power.

Maybe someone should ask the cleave what really is more important to him, is the hundreds of millions of dollars he’s spent on the jazz district better spent or should he have spent that money on fixing the homeless problem, just sayin, he made his choice to what’s most important to him, the cleave has always had his own personal priorities and the homeless were nevar one of them.

    Jazz district and mlk blvd are his only priorities.

  11. Many homeless people are homeless because they want to be. They don't want to follow the rules, they don't want the hassle of a 9 to 5 life. Their bums for the most part and living like they want too more than you think.

  14. Typical hot air without a concrete strategy on how to execute. Count the number of homeless , then what? What is the plan if 1k are homeless? 10k? 50k? KC made it more Cu,bersome to be a landlord, so cross out much of the help from the private sector. Simple lip service of we need to do more “ research” without doing a thing for those in need.
