Here's the RFP just filed today.



However, it's worth considering that even this search for bids is problematic . . .

Inside word:

"The County can’t even begin to issue a bid correctly.

"Now they are asking for a firm to “undertake and successfully complete the 2021 reassessment of Jackson County.” They'll start by looking at 300,000 parcels again. Everything. And then work to form subgroups.

“The successful respondent …shall complete the reassessment of all real property within Jackson County.”

"They want a “personal inspection of each parcel in Jackson County.”

TKC: Let's not forget that the lack of physical inspections and data-driven satellite assessments were not only a constant complaint from voters but the focus of recent lawsuits filed against Jackson County.

"They want it all done in 12 months, but the contract goes until end of 2021. Far beyond the scope or reason to put this into a bid, it is ridiculous and unprecedented locally . . . Also, they stripped out any requirement that the firm would report directly to the Assessor and she would direct it all."

As always, we fact checked this and reached out to people who know the situation better than anyone.

Here's A DIFFERENT PERSPECTIVE AND FACT CHECK about what's really going on and what this move means . . . 

Preston Smith, who represents the Blue Springs School District on the Board of Equalization notes: “If a third-party, and possibly out-of-state firm, is going to conduct the entire assessment, one has to wonder what the current County Assessor will be doing, as well as the current paid, full-time County staff.”

And so, what we're seeing is a tacit admission that the County got things WRONG in their current assessment and their new effort also deserves serious scrutiny.



County Administrator Troy Schultte is scheduled to give an update on the assessment plans.

      This year at least they could have stayed at 15% like the BOE wanted. I remember that Cierpoint was working on an idea to make the assessor an elected position. That's a good start. It's just one more responsibility that needs to be taken out of Frank White's hands.
