JACKSON COUNTY EXEC FRANK WHITE TRIED & FAILED TO TAKE OVER BOE!!!



Under the radar and with a great deal of thanks to KICK-ASS COURTHOUSE INSIDERS this item deserves scrutiny given that it was lost in Chiefs & weather hysteria.

Here's the reality . . .

THE LEGISLATURE SMACKED DOWN EXEC FRANK WHITE AND HIS EFFORT TO HAVE THE BOARD OF EQUALIZATION REPORT THE ASSESSMENT DIRECTOR!!!

Moreover . . .

GIVEN THE ASSESSMENT FOIBLES AMID THE CURRENT PROPERTY TAX CRISIS, LEGISLATORS WERE CORRECT TO VOTE DOWN THE EXECUTIVE ORDER AND CITE CONFLICTS OF INTEREST!!!

The exchange is now well documented in public meeting minutes and here's the official write-up:

Crystal Williams, County Legislator, said that she strongly questions having the Board of Equalization staff report to the Director of Assessment. She said it seems like a conflict of interest to have the Board of Equalization accept challenges to the decisions of the Assessment Department while having the person who leads the BOE report to that same person.

Ed Stoll, Chief Administrative Officer, said that prior to 2012 the Board of Equalization reported to the Deputy Director of Assessment. in 2012 that was changed so that position reported directly to him. Given some issues lately with miscommunications it was decided that it would be best to have this position report up the chain of command through the Assessor. He said this is similar to how it is handled in St. Louis County.

Crystal Williams said that does not correlate to our situation because the St. Louis County Assessor is elected. She said that the problems we are currently facing in the BOE are because of the flaws with this reassessment.

Tony Miller, County Legislator, compared this reporting structure to a court case. He said that when you appeal a court ruling there is a wall between the
decision-maker and the appellant judge.

A motion was made by Dan Tarwater III, seconded by Scott Burnett, to disapprove Executive Orders #19-30. The motion passed by a roll call vote:

Accordingly, this move is important if only because it shows us an EMBOLDENED EXEC FRANK WHITE ADMINISTRATION in the absence of local media reporting on his controversial tactics.

  3. Frank just doesn't stop with his bullshit. Has he paid his 2019 taxes? Or did somebody else pay them again. Good job to the legislature for smacking down his ego. Too bad they didn't do it sooner. My assessment went up 60% and I filed an appeal but no one has responded ever and I don't think I will ever hear back from them. I hope Frank has a plan for a job after the next election because in case he didn't know already most of this county hates him and his overblown ego.
