TKC TOLD YOU SO!!! ACLU LAUNCHES LONG SHOT DISCRIMINATION LAWSUIT AGAINST JACKSON COUNTY OVER ALLEGED PROPERTY TAX ASSESSMENT DISCRIMINATION!!! WILL IT WORK?!?!



We've been talking about legal action against Jackson County for weeks and the debut of this legal complaint is underwhelming.

To wit . . .

Historically, discrimination complaints against African-American officials are a tough sell. Black & Latino residents claiming bias against an African-American female bureaucrat will likely never see the inside of a courtroom.

Credit where it's due . . . The legal hot mess reminds us of hard feeling from residents. But their argument is against gross incompetence that impacted THE ENTIRE COMMUNITY and wasn't demonstrably targeted.

Moreover, this is another sign that local residents are becoming desperate as bills come due.

Here's the premise . . .

The lawsuit claims the county and the director of the county’s claims assessment department, Gail McCann Beatty, violated the federal Fair Housing Act during the reassessment process. It was filed on behalf of four predominantly black or Hispanic neighborhoods in Kansas City.

The ACLU said nearly 24,000 properties were assessed at double or more than their previous assessed values last year, and those increases hit black and Hispanic neighborhoods the hardest.

In Missouri, assessors are prohibited from increasing a residential property’s value by more than 15% unless a physical inspection is done. Beatty capped increases at 14.9% for properties in mostly white neighborhoods but did not apply the same cap evenly in black and Hispanic neighborhoods, according to the lawsuit.

  1. It already worked. Demonstrated that the county has it out for residents. Don't downplay this TKC. This lawsuit takes away from Frank's base and at least makes sure that he won't have the entire East side claiming racism for the very valid complaints against him.

I expect the bigger fight against Frank will be fought by the feds, if they ever get around to charging him for what seems like a clear case of bribery when he took a "gift" from a guy who does business with the county and gave Frank the money to get out from under foreclosure. I heard the rate the county pays to rent office space from this guy skyrocketed. Frank's way of paying the dude back I guess.

  2. It seems to be a pretty clear pattern of capping increases at 14.9% in predominantly white neighborhoods, while going all out to raise values much, much higher in black and Hispanic areas. If there's a clear pattern like that, it's discrimination. You don't have to prove racism or racial bias for there to have been discrimination.

    1. Agree. But Gail Beatty, I believe is racist against her own people. White supremacy is nearly always upheld by Blacks.

  5. I know it's JACO but I still find it hard to believe that Beatty hasn't been fired over this. Who's her Rabbi?

    1. I have been suggesting she be both fired and stripped of her Missouri appraisal license. Both should occur but she waa hired by Frank White. The only way to get her out is to get rid of Frank in the next election. Hoping he wont be running unopposed. Whoever the new person is, they have my vote.

  7. " If there's a clear pattern like that, it's discrimination." No. That creates a presumption of discrimination, which may be rebutted by the defendants. Can they? Who knows, but don't take the ACLU's word for it.

    1. That's a good question. I'm eager to see how the courts decide on it. Wondering if this might just get thrown out because of a lack of quantifiable data. Or data that proves their point.
