  2. Actually, of course, EVERYBODY has a friend in Lucas.
    That's what tends to happen when you're sitting on a $1.4 billion public budget, have no interest in the actual responsibilities of city government, and you can't say no.
    So get in the line on the 29th floor at 12th and Oak!
    And be sure to bring your own bag for the money.
    It's going to be a very long four years for KCMO residents and taxpayers.
