As Kansas City Killings Soar, KCPD Makes Major Changes To Homicide Unit

A consultant's report, written by two Los Angles murder investigation experts, is significantly changing the Kansas City Police Department's Homicide Unit. It makes some fairly routine suggestions - create a "Murder Book" for each case and implement a 90-day unsolved investigation report, for example - but it also calls for more homicide detectives and a drastic change in the way suspects are given a Miranda warning.

    And NOW talking about a spike in the homicides?
    There were 151 murders in KCMO TWO YEARS AGO!
    Even the low-information easily distracted residents of KCMO aren't that clueless.
    Time to double the tax money for all the fake ineffective "anti-crime nonprofits" and maybe bring in a brand new "program" from some out-of-town professor.
    After all, Brooks is this year's KC Citizen of the Year.

  7. There are no investigative shortcuts, particularly as it relates to obtaining admissible evidence from interrogations.

    If no written waiver is obtained, any defense attorney worth the name is going to move to suppress any incriminating statements or evidence that results. All they have to do is raise a reasonable doubt the defendant didn't understand his rights or the consequences of waiving them.

    Those suppression hearings are going to result in homicide detectives spending more time in suppression hearings- some of which the state will lose. For those the state wins, the door is open for appeals on the trial judge's ruling. This much touted beefing-up of Homicide accomplishes nothing if a procedural change ties them up in court.

    At one time we were required to inform suspects that an interview or interrogation was being videotaped. And I've seen them get lock-jaw once they knew the cameras were rolling.

  8. 5:29, I think your blame is misplaced. The cops investigate every homicide. It’s not their fault that the community where most killings occur turn a blind eye and closed mouth when asked for leads or information.
