Trick question, three is no REAL economic border war détente Missouri & Kansas . . . Just a bunch of meaningless press conferences. This "news" is a big deal to policy nerds in civic circles i.e. amateur reporters but it's not clear that locals care much about the sausage-making of landing cushy government gigs . . . Even if the Feds are KC's biggest employer.

Port KC advances incentives for presumed USDA location - Kansas City Business Journal
Regional leaders and the U.S. Department of Agriculture remain quiet on the likely site selection by the USDA on the Missouri side, but the Port Authority of Kansas City is preparing a portion of the incentive package for the building the department appears to have selected.

The Trump administration and our local GOP senators have been touting how much money this move would save taxpayers. Not so much if they are relying on stealing from the city and county coffers to make it happen. Sounds like regular swamp crap to me.
The USDA shouldn't be accepting any handouts.
