Here's the latest development scheme example:

'Destination bridge' over KS River waiting on final approval

KANSAS CITY, Kan. - A first-of-its-kind bridge could be built over the Kansas River, connecting the West Bottoms in Kansas City, Missouri, across the state line to Kansas City, Kansas. Developers and KCK officials want to turn the abandoned Rock Island Railroad Bridge into a pedestrian bridge with shops.

No tax dollars involved. So let them give it a try. Hope it works.

Just make sure the project includes bicycle lanes.
That should bring the cost up to only around $25 million or so.
But worth every penny!
