In a recent press statement, Jackson County Exec Frank White demanded a retraction of an audit which was critical of spending for the COMBAT anti-drug tax during his tenure.



There was a political fire storm over his remarks from the Prosecutor who SURPRISINGLY PUSHED BACK AGAINST THE EXEC'S REMARKS ON THE RECORD.

BKD CONTRADICTS JACKSON COUNTY EXEC FRANK WHITE AND DEFENDS THEIR AUDIT!!!

Here are the relevant quotes from messages going far and wide this afternoon . . .

"Our BKD, LLP team members have reviewed and evaluated the alleged “inaccuracies, omissions, and misleading statements” the County Executive’s Chief of Staff communicated to us during our September 20, 2019 meeting related to our Agreed-Upon Procedures Report for the Jackson County Community Backed Anti-Crime Tax (COMBAT).



The lawyers drill down and do the math for County denizens . . .

"As stated in our report, our findings and observations were as of May 3, 2019. Our report also stated that we placed reliance upon information provided to us or through conversations and interviews with relevant parties. One concern that the County Executive’s Chief of Staff specifically raised related to the 2018 actual COMBAT sales tax revenues listed in the table on Page 6 of our report, which amounted to $26,372,034. This amount was originally provided to us by County management prior to the May 3, 2019 procedures date noted in our report.

"Subsequent to our May 3, 2019 procedures date, the Jackson County, Missouri comprehensive annual financial report was issued on June 27, 2019, which reflected final COMBAT sales tax revenues of $24,626,625. We have determined that updating our report for the final revised audited COMBAT sales tax revenues would not change the overall theme of our observations or the recommendations that we have presented in our report."

Finally, here's the money line which REJECTS the call for a do-over from the current Administration . . .

"Careful consideration was provided to each of the concerns raised by the County Executive’s Chief of Staff. We have concluded, as of the date of this letter, that our agreed-upon procedures report will not be retracted or supplemented, and can be relied upon by its intended users which consist of COMBAT management, the County Finance and Audit Committee and the County Legislators."

  1. Of course he wants a do over. The audit would cause any other elected official to resign. He's stuck with documented expenditures and real questions about his effectiveness.

  2. The audit is 100% accurate. If anything it gives Frank a break for his spending and questionable expenses. Don't forget that one of the workers outright told Frank that he wasn't going to break the law just to follow orders. That says a lot about how things really work at the county now.

  5. Nobody really believes Frank knows what he's doing. He has to be one of the worst elected leaders in KC history. He never should have been elected and voters need to hold him accountable for the funds that have been misused.

  17. I guess Frank and Caleb have found their fall guy for this latest fiasco, or I guess I ought to say fall gal. I heard some ditz on Frank's staff went right up front of everyone at Monday's county legislative meeting and announced loudly and repeatedly that she was the one running combat when this crap went down. Anybody tell her that was a pretty incriminating thing to say cause this all has to be criminal behavior spending money for pickup trucks and other nonsense. I don't care what the red star says about that.

  19. The COMBAT tax is just one of the many examples of taxpayer-provided slush funds at the county and others at KCMO city hall.
    How about the PIAC program, the water bill excesses, and the GO bonds.
    Huge unaccountable amounts of money that simply sit there waiting for some grifter to convince enough elected clowns that their great new product, serivce, or project just has to be funded.
    Then the check writing begins.
    "Recognizing an emergency" in the ordinance pretty much gives it all away.
    Where was the money for the new "parklets" included in the "budget"?
    Incompetence and irresponsibility make a poor combination.
