Good morning good people of Jackson County,

First, I must preface this message with an acknowledgement that our county executive has chastised members of the legislature (me) with using social media to discuss county issues. I make no apologies for communicating with my constituents, and I don't have a communications department I can weaponize at my leisure. This is the tool available to me.

The feuds rage on at Jackson County, fueled by ego and animus. This time it's over extensive repairs needed for the Downtown Jackson County Courthouse. I purposefully only use titles in this message, because I'm not intending to ramp up the animosity. I'm trying to explain to my constituents what the hell is going on, as far as I understand, right now. Sigh.

The presiding judge, Hon. Judge Byrn is justifiably angry, because a number of courtrooms and court offices are seriously damamged, caused by broken pipes many months ago, but have yet to be repaired. The process by which the elevators are repaired and modernized after a below ground water main break is moving at a snails pace. Those bids probably sat on desks for weeks while people tinkered with the particulars, including front and back opening elevator doors. The judge's frustration is understandable. The Jackson County Courthouse needs to serve the people of this county, and right now she's not doing that very well.

Apparently, the county executive is mad because the judge dared to bring these issues to the forefront and press for resolution. We're all supposed to pretend everything is wonderful, even though for a number of days we were down to one public elevator for a building accommodating approximately 2,000 people a day. A tall building. This work is the responsibility of the executive branch, yet I've seen press releases suggesting that the delays are everyone's fault but the executive branch. Now the executive wants to be able to suspend the competitive bid process in an emergency...a week after he issued a veto on an ordinance (which I voted against) which would basically wipe out the bid process. Keep in mind these jobs are worth millions, and JaCo has not been celebrated for transparency. Not to mention helping the friends of electeds realize millions off the county taxpayers. (Wait until the state audit is released later this year).

At some point, leaders need to lead and stop blaming others. The legislature has appropriated every dime requested to fix these problems. The executive now blames our MBE/WBE process for the latest delay, because the only company that bid for the elevator replacements didn't meet the legal standards.

For the past three miserable months the executive has insisted he must follow state law, (which has been ignored throughout the state for decades) while absolutely terrifying thousands of county residents over assessments, but is now bitching that it's the legislatures' fault the county followed our law by kicking out an unqualified bidder. So, apparently we're picking and choosing laws we follow according to the whims of leadership.

Sounds like another day at JaCo.

  1. First, vendors don’t like working for the county because they take a long time to pay. The question should be why would only one company bid if the job was that lucrative.

    Second, elevator work is very specialized and really only two major companies can service elevators so not sure why they didn’t bid in the process, or if they did, why weren’t they picked even if it meant more but getting the job done right.

    Third the city just modernized their elevators at city hall. The County should have been able to get a deal piggybacking on this contract.

    Fourth, the building is 80 years old. Money should be set aside annually for upkeep. This includes replacing things before they break. This includes elevators, water pipes, roof, electrical and so forth.

  3. Yesterday's county legislative meeting ought to be mandatory viewing. Frank White whined and whined about getting blamed for things not being done right at the county, like he isn't responsible for assuring things are getting done right as the county executive. We've fallen far from the days of the buck stops here with Harry Truman.

  13. I think beyond all of the pettiness. There is a serious safety issue. If people had to get out of the building rather quickly, what in the world would they do without a huge panic. I think the whole building needs to be condemned at least temporarily, except for Frank and Caleb. they should have to be sentenced to stay in there day and night until it is fixed. Sounds like a good movie of a slum lord played by Joe Pesci. And by the way Frank, We will start a go fund me page so your taxes on your house get payed again.

There is inadequate egress in that building, namely FINANCE on the 1st FLOOR, and NO fire sprinklers - HELLO - and nothing about the elevators meets code and NO ONE in the entire state of Missouri seems to care because the entire place should NOT be open to the public AT ALL AND IT SHOULD NOT HAVE BEEN SINCE THE COUNTY ADOPTED THE 2009 IBC!!!!!!

  16. And why is the state of Missouri and Kansas City using 2012 codes but the county is still using 2009 codes? County should at least be using 2012 for yrs now. Maybe they should adopt the 2018 codes! Oh what difference does it make. Who needs building codes when you dont ever inspect your buildings anyway. Stupid codes and life safety, totally gets in the way
