The Kansas Board of Tax Appeals (BOTA) issued another ruling against Johnson County's controversial 'dark store theory' justification to dramatically increase property tax on big-box retailers. BOTA's summary ruling says Walmart and Sam's Club properties in Johnson County are overvalued by $60 million.
