The members of the Jackson County Legislature have heard public outcry and now move into action to address thousands upon thousands of property tax hike grievances.

The latest . . .

FIRST ON TKC!!! HERE'S AN EPIC NOTE FROM THE LEGISLATURE REQUESTING FRANK WHITE NULLIFY THE CONTROVERSIAL RECENT ASSESSMENTS & START OVER!!!

A few stragglers aside, this message represents THE FULL LEGISLATURE and now has enough votes to pass . . . We're hoping to see a unanimous request to the Exec but it will win either way. What's important is this: Insiders tell us that Exec Frank White can request a "do-over" from Missouri officials and it would be easier if the former baseball legend also paid attention to public outcry and followed the lead of his colleagues.

STATEMENT FROM JACKSON COUNTY LEGISLATURE ON PROPERTY TAX ISSUE


We the members of the Jackson County Legislature are requesting the following from Jackson County Executive Frank White Jr.:

It has become clear there are numerous grave errors in the 2019 Assessment values recently sent to the citizens of Jackson County. We respectfully request those assessments be discarded, and you freeze at last year’s value level. The massive swings in home and land values, often on the same block, cause us to distrust the process used in valuation, especially after reading media reports of a county whistle-blower discounting the process.

Homeowners in every part of Jackson County were hit with giant increases. Many thousands of homeowners (over 21,000) challenged those increases through the informal review process, even though many thousands of notices went out so late many didn’t have the opportunity to file for review. We know the county will not be able to complete those reviews by the June 29th deadline. 

Government exists first and foremost to help people and provide needed services. It’s our responsibility to advocate for our constituents, the same constituents the county executive represents. It has been grossly unfair to require our constituents to wage this battle on their own, when we can all see how seriously flawed the process has been.

We hear from this administration they are simply following state law, requiring that our homes are valued correctly. Some properties, have been undervalued for years and we recognize that. Surprising current residents with such a huge increase in one year’s time is wrong. None of us argue that we should have properly valued homes, but it’s not our constituents’ responsibility, in one year to fix this issue especially when many of the values are calculated wrong.

What about the tax payers who did not see their increase and therefore did not dispute the amount? We have heard from constituents who never received a copy of their updated assessment. For many, the first time they will see their change in valuations will be when their escrow is changed by the mortgage company and their payment goes up by several hundred dollars per month. Residents who don’t have a mortgage may receive a huge bill in December. Residents who rent a home will also endure the brunt of these increases by having their rent go up. As the area continues ongoing dialogue about affordable housing, it appears the county executive isn’t concerned with such matters.

County Executive Frank White needs to do the right thing and land on the side of those he represents. He must acknowledge mistakes were made, own up to it for the residents of Jackson County. This is not a burden that should be borne by the tax payers of Jackson County.

If the Administration does not elect to nullify the recent assessment we will call for an immediate investigation of the allegations made by a whistle blower regarding the errors that occurred during this process.

    1. Frank should have never let it get this bad to begin with. A competent executive would have known this is the most important part of his job, it's basically the only thing the county really does is collect property taxes. The department requires constant supervision and competent management. Putting a political crony in there was a sign that he was asleep at the wheel and as usual, once there were complaints he took offense and refused to budge.

  3. Everyone should be on board with reassessments with over 20,000 complaints. Obvious they need to rethink this. It might be the one time that the county & Jefferson City have something in common.

  5. It has become clear there are numerous grave errors in the overall operation of Jackson County. While this is a good start it is far from solving all that is wrong in Jackson County. The Assessment Department in Jackson County has been an operational nightmare for many years and currently being led by Gail McCann Beatty which in itself shows political favors being handed out to certain people. Just another Democrat looking to screw over the taxpayers.

  7. It's a money By the County. They know what is coming The next Economic downturn will be bad.They know there will be less revenue. Missouri has a good chance to not be affected. By a Downturn. Much of the U.S.won't be so lucky. Especially if you are in debt a slave to the BANKS AND LENDERS. INFLATION for the Items you need to live .

    SLie is pissed Troy failed to garner federal funds for the fair weather toy train. He is even more pissed at taxpayers for rejecting his pre-K tax initiative and being forced to put the issue to a vote by way of petition. Now SLie is fuming because his pals, personal ass lickers, White and Berry could not slide the revengeful real estate appraisals past the Jackson County Legislature. Best guess is the homeowners who signed the pre-K petition are the ones receiving 400 to 500 percent increases in real estate taxes.

    1. Bet Slie's always been a sneak and a cheat going back to his very early years. How many cookies did he snatch from the jar, then blame his brothers? That story about his O'Hara HS prom date is very telling about Slie's Catholic lessons fail. By sending a white guy to pick up his prom date so Slie could avoid her dad is disrespectful of all persons involved. Shady biz fibbing that his wife simply FORGOT to pay their taxes was lowlife. Backroom dealing and bid-rigging for a new airport was scammy. Ramming through the voted down streetcar was dishonest. Handing over big TIF money as a pay for play to Burke, Helzberg and others, was wrong. His pre-K pyramid scheme proposed the bulk of the bucks to be spent AWAY FROM CLASSROOMS! Details were scant, and when pressed, the mayor did a Nancy sly move with saying it's gotta get passed, THEN the INITIAL intentions are revealed. Deceitful!

    Frank needs to do an about face RIGHT NOW. Take your time, do an extensive interview and make it seem like your idea BUT GET IT DONE! There's no point in fighting about it with the legislature. They made the first move already. Make the assessments better and do them properly instead of playing politics!

  16. It's a process. The valuations aren't going to be as high as the bill. I'm all for lower taxes but the sense of panic here is a bit much. Would like to see some reassurance that the final bills won't be increases of 200%

    That being said, the legislature is right to start over but I just wish there was more cooperation and not such an adversarial relationship.

    (1/2)Apparently Jackson County Legislators have put out a statement asking me to halt the assessment process. So they want ME to break state law because THEY lack the political will to do what’s right? It’s that lack of political will that keeps the County from moving forward.

  20. The reassessment did not happen all at once, and it was not cheap. There should have been progress updates throughout the process. If Frank White did not offer to brief the Legislature, the Legislature should have demanded information periodically. So, either (1) the Legislature was too lazy and incompetent to get answers, or (2) they did get answers, knew all along what was coming and are only pretending surprise now that the scheiss has hit the fan.

    More than 42,000 parcels have shot up in value more than 50%!
    That's what super smart viewer Preston Smith discovered when he downloaded software and collated parcel information from previous years so the rest of us don't have to. The county turned in a late report pegging the number at 1,227.
    Smith is scratching his head questioning if what happened was incompetence or if the county is deliberately trying to hide the real number.

  27. Strongly suspect SLie and Barry were the main ones behind this fiasco and they kept White in the dark until taxpayers started complaining. Also suspect SLie and Barry had their predetermined targets, pre-K petition signers, determined before assessment. Being late with the mailings was also probably by design. This whole debacle does not pass the out in the open test.

  29. The problem was there when Sanders was in office. I know this for a fact because some loser from Lotawana had developed a strip mall and storage units' as well as a scam retirement gov't subsidized housing that his cronies lived in on the cheap. Tax roles showed it was still raw land and buildings had been there for 6 years. Crooked lazy city officials didn't report it. By the time we shook up Sanders office by threatening to go to the media, he had 10 people out there that day. Long story short, this guy had to cough up the cash and I believe some buildings went bankrupt. Unless you understand what you are trying to oversee, you aren't gonna hit nothin but foul balls! Caleb, quit covering up stuff and go home to Iowa or Nebraska to your mommy. Frank, get out of the batters box.... They never defined the playing field when they talked you in to this mess.

    I'm also disappointed in the uninformed voters who are too fucking lazy or stupid to pay attention to how they're getting shafted year after year.

  34. What's been going on is wrong, punitive, and abusive on so many levels. Nip it in the bud. Just imagine those who've either been threatened with losing their homes, or sold because of all this!

    KCMO homeowners' only remedy to being biannually terrorized by the County Assessor is to adopt a measure like California's Prop 13. Anything less and we can expect more of the same.

  36. Look at the property record of Frank White, Jr. and you see he has very little management ability, based on a long list of notarized documents related to his address in Lee's Summit, Missouri that go back many years.
