South Kansas City Council Contender Demands Crackdown On Slumlords



Quick note from a 6th District contender who is trailing in the polls but ramping up her rhetoric and campaign promises that are TOUGHER than what we've heard from some of the mayoral candidates.

Hold Slumlords Accountable

KANSAS CITY, MO – Stacey Johnson-Cosby, candidate for City Council 6th District At-Large, has recently outlined her proposal for holding Kansas City’s slumlords accountable. Johnson-Cosby plans to drive slumlords out of the housing market by fully funding the city’s code enforcement agency. With over 30 years of experience securing quality affordable housing for the residents of Kansas City, Johnson-Cosby has consistently shown her willingness and ability to place people in the perfect homes for their families.

"I want city staff/code enforcement officers to simply enforce the codes. If the slumlords don't correct the issues, shut them down. That would get their attention" Stacey Johnson-Cosby said.

“I will specifically work with the Codes Department Management to encourage them to enforce the codes consistently. I want to make sure they have the resources that they need to do the
job that we expect them to do”.

From Johnson-Cosby’s perspective, far too many tenants in Kansas City are being subjected to low-quality, unaffordable housing. Housing policy in Kansas City has been tolerant of slumlords for too long: Johnson-Cosby’s plan to fully-fund the code enforcement agency seeks to fundamentally change Kansas City’s housing landscape by driving slumlords out of the market if they don’t meet the city’s standard of quality.

    She can talk about the slumlords all she wants. The narrative should be on the slum tenants and respecting someone's property while they are renting it. The narrative should also focus on tenant responsibility and accountability. Granted there are slumlords around KCMO but there are many more slum tenants.

  8. Definitely less slum lords than slum tenants. Even animals instinctively know to not crap where you eat. Some of these people, who can communicate in some manner of bastardized English, can't even figure that out. What enticement is it for a slum lord to fix up a unit for thousands then rent it for a couple hundred when those tenants will simply destroy any of the repairs putting it right back in the same condition. What we really need is the 3rd world slum housing, concrete block housing units, hundreds of feet long, two stories high. Concrete floors, nothing furnished. You want slums, you get real slums.

  10. Had a chance a few years ago to purchase some rental property near the city core. Price was right and the property was in good condition as it had not been open for rental for a number of years. But considering to whom I would probably be renting, I turned down the offer believing the value would decrease due to tenant damage. Happy I did.

  14. You might conclude that there is a possible flaw in a plan to increase the available rental stock by prohibiting landlords from renting certain properties -- i.e. lowering availability.. One of the actual problems is that out-of-town – and primarily corporate – investors have been able to purchase real estate relatively cheaply and either raise rents or provide little or no maintenance. The resulting problem is that our housing court needs to have someone they can put in jail – since when we order that substandard Unit A be closed until it is brought up to snuff, that means that the people who live in Unit A must find somewhere else to live which substantially reduces the likelihood that they will complain about the substandard situation to begin with Punishing the tenant by evicting his family seems counterproductive.

    There is no magic bullet for providing decent low income housing – and no city Council candidate or councilmember is going to be able to ride around with a magic wand turning substandard housing into good places to live. A major part of the problem providing low income housing is the collapse of federal investment in that area. Perhaps we should ask this candidate (as well as her opponent) what their position is on getting that federal funding source restored.

      Uncle Sugar ain't got a magic wand, either,Saint Philip. Those federal funds aren't the magic bullet, especially where willful and wider criminality persists in too many low income housing hoods. You know the adage: You can't legislate morality.

      We saw how Too Big To Fail works. So, the corporate owned and bank financed rental housing that becomes shitholey is likely not going to offer up anyone getting fitted for jailbird attire. Some property owners are greedy and allow either the structures or tenants (or both) to become problems. But, I think you and others might fail to conclude that often the substandard unit A and so much surrounding it, didn't start out in f'd up substandard condition. It got into a substandard state by the very tenants who earned eviction. Neighboring tenants who are decent, and the property owners who are respectable, should not have to endure inconsiderate, destructive, unsanitary, and unsafe occupants causing harms of various types to persons and properties.

      So, Saint Philip,how many spare rooms ya got at your house for the renters who have to vacate those unit A apartments that their unruly brats and baddie buds helped them "abuse"? WTF are owners supposed to do if there's serious bio hazards and major renovations to perform in order to "get them up to snuff", (using your term)? Oh, yeah, the ceilings that are falling from carpet soaked with filth and urine from leaky diapers, untrained dogs, drunks, addicts, toilet overflows, dirty dining habits, and spills, could not be replaced while units are occupied! And, the subfloor, pad, and carpet replacement is best done in an empty unit. And, if fresh paint is needed, the kids, k9s, and all gotta git outta the way. If lucky enough that no doors, wiring, plumbing, wood sealing,or wall repairs need done, then the next renters should be moved in within the week.

    There is plenty of affordable housing east of Troost. The problem is slum tenants do not want to own as that would mean they would have to take responsibility for maintaining their dwelling. Everybody knows the vast majority is not responsible.
